Actually it's gotten much better. They have a webdav space now, see:
http://dist.codehaus.org/geoserver/
If you're logged in on xircles:
http://xircles.codehaus.org/projects/geotools then you should see links
for webdav.
This might be a bit better since more people could have access to it.

Any changes 12 PM (noon, pacific time) are not guaranteed to be in the
2.2.0 release.
The location of on-line javadocs was also discussed during today's
meeting. Ideally we would like to keep them on codehaus. Does anyone
(Martin?) know if codehaus has some space where we can put them? Or do
they only provide us with a Confluence instance? (And shoving the
javadocs through Confluence would be a painful process).
Otherwise our options are javadocs.maven.fr (where they currently are)
and udig.refractions.net/lists.refractions.net (same server, where 2.3.x
javadocs are)
