Justin, Roll back the work that changed, figure out who was doing it and ask them to try again. You are the module maintainer of PostGIS and needed to approve the change anyways.
In short there is no way that commit should be in a release with out your personal say so (as module maintainer). Chris did try and call attention to the issue at the time and I figured you guys had sorted out. So roll it back, and try again.
