Hi David, nice rant ... fixing this situation (even with a basic user intro that covers the most commonly useful 30% of the library is that I want to see tackled before we graduate the OSGeo incubation process.
For now: - David Adler is working on something (he had a whole wack of questions and notes at FOSS4G) - My presentation for FOSS4G covers a useful 10% (making use of WMS, WFS and SLD) - There is a User Guide space (that is currently going unloved) For the 2.0/2.1 era GeoTools has a wiki editor that was interested in user concerns and helped organize. In terms of the PMC taking responsibility for "grunt" work we have tried to get the build system back on its feet, it could be that trading off an "editor" hat would be a good step.
