Yes, extending WKT is the easiest solution. We just need to decide if this is

The medium term goal is still to get ride of epsg-wkt completly, when
epsg-ext-esri and his friends will be ready. I must admit that I don't know if
epsg-hsql consume less memory however.

No, we don't use all the tables. We could probably do something simplier than
the EPSG Access forms. But I agree that it is likely to be a boring task for
many developpers. A non-developper with some artistic sense and GIS interest
may
be okay (if we know any).
