In general we have the choice to focus on policy or on work. Making
things formal doesn't work nearly as well for us as does encouraging
good behaviour. 

We could send out periodic emails remind folk of policy. We could scan
the commit messages on the branches for "bug" or "jira" and see if they
are immediately matched by another on all more recent branches and
trunk---if not we send a gentle query "you may have forgotten, if so
please apply to more recent branches". If we try anything formal we'll
be wasting a lot of time on the formality rather than focusing on the
work. 

Yes, this will occasionally fail; yes we will sometimes duplicate work.
That's the breaks of working the way we do.
