Well, the build process could create one for you.
I have plenty of .xxx directory in my home.

Hmm... if we have to follow a window-esque way of doing things, then
that folder should end up in "Application Data" I guess? Anyways, if
it's hard to locate that folder in a language independent way, just
"geotools" is good, but I'd prefer ".geotools". Using mkdir allows to
create a directory starting with a . ("mkdir .geotools" works fine on
my box).
