My understanding is that a -1 should be accompanied with an alternative. The alternative is then considered, and if deemed reasonable should be considered and possibly factored into the proposal. I believe that in this case the alternative presented has been given due course.
I don't agree that a single PMC member should be able to veto. A case such as this illustrates why. An alternative has been suggested and considered by those submitting the proposal, however its most likely the the alternative will be rejected for valid reasons. I think in this case the PMC member should still be able to stick by a negative vote, and if the positive votes outweigh the proposal should go forth.
