Yes, I know that. This is the reason which let me the
src/test/resources/.../test-data folder empty :)

Yes, it provides test-data access capabilities/methods as well as sharing
the same sample data between different modules. (by using the
org.geotools.TestData class instead of the org.geotools.test.TestData one
which should be used to access module's specific test-data)
