Release done.

As usual, not a painless process.
I had to put back in the build three modules for the
thing to build once I changed the version number,
in particular, the gml, directory and mappane modules
in unsupported.

Then the javadocs generation failed, but running
the generator with java 5 fixed the issue (sigh).

I wanted to divide the binary package into two parts,
standard and unsupported, but on second thought I did not
do it because I have no way to tell which external
jars are needed for the supported modules, and which
for the unsupported ones. To have a real split we'd
need to rethink the assembly:assembly target I guess,
maybe running it so that two separate zips are created?

Anyways, I added a note in the release notes and provided
an explicit list of supported packages.

As for the release notes, they're basically an adapted
version of 2.3.5. Besides the fact we explicitly have
unsupported modules now, what's new or different in 2.4.0?
I don't know... ok, we have renderer optimization.
Better support for OGC filters. What else?
The release notes will need to be updated to add a little
information in that regard.

I also haven't been able to modify the gt2 wiki,
confluence is down as usual (we need to move to osgeo all right...).
Also the "tell the world part" is missing, I'm waiting
to have a decent description of what's new in 2.4.0.

Anyways, packages are on sf (any test would be appreciated)
and we're good to go for the GeoServer 1.6.0 release.
