Yes, it always returns a 2D CRS (never a 1D one), "horizontal" in the sense
"tangeant to the Earth surface". This is by oposition to VerticalCRS which is
the OGC/ISO name for a 1D CRS approximatively perpendicular to the Earth
surface.
