If you ask, here are my 2c on the proposal:
- If there is at least one spot where the correctly named snapshot jars can be 
found and this spot is announced on the GeoTools download page I'm fine with 
anything you do internally, so I'd be fine with the original approach as well 
if i saves you lots of work.
- I'd rather prefer a simple "gt-" over "gt-plg-"/"gt-lib-" etc. The one reason 
is that it is simply shorter, the other is that modules sometimes switch 
between supported and unsupported and I wonder if this would cause a renaming? 
I wouldn't like a renaming of jars in this case.
If there is ONE way to distinguish between core, plugins and extensions I'm 
fine. It might just be the module matrix on the home page, it might be 
directory structure or it might be the prefixes.

These are just preferences. On the technical front it is your choice.
