GeoTools uses the optimized I/O streams, moreover the ArcGrid plugin depends on an Imageio-ext plugin which implements a simple ImageReader/Writer for ascii grids in pure java. If native libs are a concern for you, don't worry, geotools as of now does not import any of those from imageio-ext.
