Could the following plan be applicable?

1) As a temporary workaround, David applies the trick proposed by Adrian:
    Add the jaxb dependency explicitly in Eclipse before metadata (I forgot
    the exact button to press, but Adrian could remind the procedure to us.
    He is the only guy on our side to work on Eclipse).

2) Finish the review and change of copyright headers in metadata and
    referencing modules. Cédric and Adrian are working on this task.
    There is some chances that we get it completed by next week.

3) Once the review and copyright header changes are completed on
    referencing and metadata (together with referencing plugins),
    gratuate those specific modules to OSGEO in a "referencing"
    sub-project of a wider "geotools" project.

4) Setup the Maven build for this "referencing" sub-project in order
    to emit a JAR with JAXB and a JAR without JAXB. It will be easier
    and cleaner if the build can focus only on metadata/referencing
    without the need to get it to work for the 80 GeoTools modules.

5) Metadata and referencing would not be anymore part of the build
    of other GeoTools modules, so they should not be affected by the
    JARs with provided scope.
