Martin I would like to like to get the library graduated before starting 
to restructure - there is only a limited amount of volunteer effort at 
the moment. We are all booked up on OSGeo graduation; and the GeoServer 
code Sprint, and uDig 1.1 testing...

If you want you can start a change procedure covering what the final 
structure would look like and what procedures would need to change at a 
project level to allow "larger geotools artifacts" that are versioned 
separately. This is as much a people / project change as a technical / 
build one.
