Yes, Jody's check list looks pretty accurate.
In my role as OSGeo Graduation rep, I'll go through the graduation 
checklist criteria and will be looking for documentation indicating that 
you have passed each step. (An issue in the issue tracker stating that 
you plan to fix an issue is sometimes acceptable).

I will probably do my reviewing over a weekend as I have slightly more 
slack time then and I expect that we might go through one or two 
iterations of making tweaks to complete.

After that, I'll push Geotools forward for graduation.
