Thanks Rob; I was about to make that point next :-) As part of transition to acting as a library we should make sure that organizations that are willing to fix bugs are able to. One of the difficulties with the current situation is that we have patches waiting in Jira ; or developers volunteering to fix things - and nobody on the GeoTools side to help out (ie review and apply the patches).
Refractions is actually in this situation; on a couple of projects including GeoTools. I will let you know how it works out.
