JDBCDataStore should not encode a WHERE clause if filter equals Filter.INCLUDE
------------------------------------------------------------------------------

                 Key: GEOT-1971
                 URL: http://jira.codehaus.org/browse/GEOT-1971
             Project: GeoTools
          Issue Type: Improvement
          Components: data h2
            Reporter: Andrea Aime
            Assignee: Justin Deoliveira
             Fix For: 2.5.0, 2.6-M0

On some databases there is no sane way to encode a Filter.INCLUDE, like, for
Oracle you have to resort to something like WHERE 1 = 1 (Oracle has no boolean
type).
