This is for geotools right Vitali? To get commit access you need to ask 
on the GeoTools user list (along with what you want to work on).

Paul will be setting up a new svn over on osgeo hardware - I am not sure 
how we are going to be organized quite yet.

The contributors agreement is a pdf provided as a link on this page of 
the developers guide:

Normally this document is attached to the "welcome" letter sent to new
