Following on the ESRI parameter question (X_Scale, Y_Scale, XY_Plane_Rotation),
does anyone know if those ESRI scale/rotation are expected to be applied before
or after the false easting and false northing? It doesn't matter for Krovak
projection because its easting/northing is zero, but it could matter for other
projection (it make a difference on the projection center).
I did a quick search on internet without much luck. For now I will assume that
it is applied before (otherwise "false easting/northing" would not be toward
east/north anymore), but of course if someone know better, his inlight would be
much appreciated.
