I am not sure if we have a trac available for creating admin tickets so 
for now I will just CC Howard. Howard, the issue we are seeing is that 
various other project builds (like geoserver) need to access files from 
download.osgeo.org/geotools/webdav seem to get a 503 back a lot. 
Probably due to the heavy http load generated by our build tool (maven).
