When we switched to spring at the core we considered going with OSGi  
at the time.  See  
http://geoserver.org/display/GEOS/GeoServer+2.0+Technology (not quite  
the right name, as we still haven't gone to 2.0, I think we did the  
change for 1.5 maybe?)

It's been great to start to see OSGi integrated with Spring, OSGi  
itself was a bit young at the time, but we've been excited by the  
possibilities.  So at some point it would be cool to make it a real  
OSGi application with the spring dynamic beans.  But as of now there  
doesn't seem to be a huge use case for it, except that plugging in  
services with out a restart would be cool.

Getting GeoTools as OSGi bundles is obviously a great first step in  
that direction, I'd be psyched to see it happen.
