Thanks, Martin, I have submitted patches to add these to Geotools and 
GeoServer. I recently migrated my development environment to Linux and 
discovered that the warnings are present under UTF-8 as well. Recent 
versions of the plugin must warn whenever the encoding is assumed and 
not explicit (which is a good thing). Your solution does the trick.
