It's an interesting idea. I frequently encounter sparse raster data in my own projects - both structured and unstructured.
Where the data are both sparse overall but locally clumpy I guess a collection of images and envelopes would work. For highly diffuse data it might be better to use one of the sparse matrix libraries that are available to provide the backing storage.
