That said, MapServer home page is plain jane Sphinx and looks good enough to me: http://mapserver.org/ I still want to propose we switch the docs to sphinx, what's blocking me atm is that I was trying to look for a way to convert the html version we have now in rst automatically and I did not have time to work on it. Maybe it's ok to perform a manual port anyways?
