The Sphinx sources live at http://svn.geoext.org/core/trunk/docsrc/.
When I've worked with them, I used the build scripts/environment here, which include some magic to pull documentation from the sources: http://svn.geoext.org/website/ (note the README.txt). I think that everything needed for a custom frontpage is in the first link though.
