The way I'm trying to propose them would make them valid hints for
all datastores, and datastores should just advertise wheter they
support those things or not.
Besides JDBC data stores the WFS datastore is an obvious candidate
for those hints since the very protocol allows the user to ask
for the id to be used as-is.

So any client code (including app-schema) that is interested in
the fid handling matter can just look into the
FeatureSource supported hints for a "use existing fid" one
