Raster to vector process to use jai-tools operator

The unsupported process module includes RasterToVectorProcess. I'm transferring
the algorithm code from this class into a new "Vectorize" JAI operator for the
jai-tools project. This work is unearthing a few bugs as well as forcing me to
make the code more understandable and modular.
When done, the RasterToVectorProcess class will become a geospatial wrapper for
the jai-tools operator.
Alternatively, it could be moved in with the other GeoTools coverage operators
(but I still don't quite understand how they all fit together).
At this stage I'm only proposing to make this change on trunk, but I'd be happy
to back-port it to 2.6.x if any of the bug fixes and tweaks are important to
users.
