Well we as a community made plans when we adopted sphinx. Volunteer effort 
seems to be a bit lacking :-)

My next plans are to sort out duplication between user guide and tutorials with 
mbedward.
What would be great is if we could adopt the geotools styling (rather than 
osgeo) with the addition of "breadcrumbs" along the top.
