I went and checked the Filter 2.0 spec; they indicate that between filter is 
"just" a short cut - that is shorter than a PropertyIsGreaterThan and 
PropertyIsLessThan - since these support match case you would expect between to 
as well. We implement both of these for strings (since they are comparable and 
we can arrange for the comparison to ignore case).

However in the Filter 2.0 spec they have not added matchCase to the Between 
filter; I expect this is just an oversight on their part (we already found one 
of those and added match case to Like filter).
