MapViewport should initialize screenArea to empty rectangle

Rather than initializing the screenArea field to an arbitrary rectangle it
would be better to have an empty rectangle. This corresponds with the empty
ReferencedEnvelope for the bounds field.
Also add a boolean isEmpty() method.
