Allows GeotiffWriter to write as BigTIFF (even if the image is small)

Since right now geotools depends on imageio-ext 1.1.0 which has also support
for BigTIFF, it would be great to allow users to write BigTIFF files through
the GeoTIFFWriter.
Right now, the TIFFImageWriter imageio-ext plugin already checks whether the
image is so big to be written as BigTIFF. Moreover, it also supports the use of
a FLAG to indicate that we need to force the output to be BigTIFF even for
small images.
We would like to expose such a feature on the GeoTiffWriter too.
