NPE in CoordsStatusBarItem if map pane has empty map content

If a map pane has an empty MapContent, and there is a status bar associated
with it containing a CoordsStatusBarItem, an NPE is thrown when the mouse
enters the map pane. This is because the numFormat field in CoordsStatusBarItem
is only set when the MapContent bounds are known.
