"mvn -o javadoc:aggregate" works fine for me on trunk under Linux x86_64.

I am also using:

MAVEN_OPTS="-Xmx256m -XX:MaxPermSize=128m -XX:+UseCompressedOops 
-XX:+TieredCompilation"

UseCompressedOops will significantly reduce maven heap usage, but I 
think these will be passed to javadoc.

Are you using 64-bit?
