GeoServer Incubation

Update: Jody screwed up and did not call a meeting this month - so no
pressure.
We're in a position to graduate, 2-3 data questions left open:

David Winslow help we cannot do anything without you as you are Author and
there is no documentation license giving us permissiong to act!

Question:
- We do not have a documentation license? Do we want want - CC by A is
pretty normal? Action: Write up a formal GSIP for this.
- Code Contribution via GitHub? Treat as Jira / Patch. Slightly troubled as
github pull requests can get large! Consider: contribution.rst with a note
that they are agreeing to donate the code to GeoServer?
- Check if it is TOPP or OpenPlans
Update headers:
- Most headers updated already by Jody.
- WMS module has had an extensive manual review:
https://jira.codehaus.org/browse/GEOS-5450 providing last modificaiton date
for each file, with the request that the headers be updated to reflect this.
Request:
- Can Andrea (or Justin) write a thank you to the code sprint crew? (They
now know how much work you both have done - so it would mean more coming
from you).

Andrea fixed something with shapefiles being locked, AbstractDataStore was
leaving an iterator open (since it did not implement Closeable).
