As for the involvement, it's good to see your interest.
You'd have to become an official developer in order for a jira ticket to be
assigned to you, having you just
subscribed won't allow us to do the assignment.

Things work the opposite way: you first make a number of contributions to
the project (patches, pull requests)
showing that you have the right technical and communication skills, and
then some of the existing developer
can nominate you for commit access.
Commit access in then granted based on a positive vote, and you signing the
OSGeo contribution agreement.

To get started pick any open ticket you want, and work on it. If you want
to make sure nobody else
is working on it, ask on the mailing list.
Also, if the change is not trivial, take time to discuss on this list how
you want to approach the fix or the
new functionality, the work is going to be reviewed anyways, better get an
opinion first than to get
the patch rejected later (something that sometimes happens when large
changes are proposed
out of the blue without any discussion here).

You'll discover that working inside a open source community is not only a
technical act, but also
a communication one, in order to thrive you need to become good at both.
