An other OSGeo project, OSGeo Live, requested an email from the mailing
list from the potential committer before he/she gets commit access (see
Section "Commit Access" right here:
http://wiki.osgeo.org/wiki/Live_GIS_Disc#Subversion) to subversion. I know
its a bit different with github's pull requests but here we could force
people who request a pull to add such a statement into the pull request
Discussion panel. If so this statement is combined withe the contribution
and documented close in combination with the source code.
In the developer docs we could provide teh template to copy & paste for
pull requests and it would only be necessary for Developers without commit
access for the main repository. Core committers should send the agreement
to the mailing list IMHO.
