I believe this is still happening because one of those tests ends up trying
to download xml.xsd from W3C,
Ben and Mauro had a discussion on the topic a few days ago.
Have you identified which particular test does it? In the past I've
retrofitted some tests to avoid downloading schemas from the internet.
