OSGeo keeps them on file. You can talk to i...@osgeo.org if you need to check 
or retrieve a copy.

As an example I had to ask for Maurcio a couple of weeks ago - since Axios is 
no longer in business we wanted to establish that they understood their 
employees were participating in open source projects with knowledge of the 
company (as part of uDig IP review).

It took a couple of days, and then they emailed PDF back to us.

I am not sure, I expect that OSGeo would provide them to any party that asked. 
I guess they would contact the project officer in order to let us know.
