Right. HSQL is only used for the EPSG database as far as I know, this makes
things easier as by changing the version
number of the epsg database the old db won't even be considered.
That said, some tests need to be done to ensure multiple apps can still
share the db once created (e.g., does HSQLdb 2.0
respect the read only flags like 1.0 did?).
Otherwise the queries are pretty simple, don't really expect failures from
that front.
