It's split in 3 commits to make the review easier:
1) the actual api changes

2) the changes to image mosaic, to make it support structured coverage grid
reader, have it work fine with mosaics of netcdf, allow
better configuration (needed again to support netcdf files) and enable
it to store the index in an oracle database as well

3) Update the existing netcdf reader to make it work with several types of
NetCDF-CF files, support multiple coverages, support
read only structured coverage grid reader api, and with a lot of new
