Just an update, managed to action most of the remaining questions.
There is a pull request here for master:

I am directly committing fixes to 9.0-M1 branch.
I have a couple more items to go, and then should get "check in" status. A
few things that we did not write (like XSD files from the OGC, and EPSG
database) will take a bit longer for a background check.
