Hi Mike,
you already got one important piece of information, which is about the
license.
There is another important bit: design. Whatever your submission, unless
it's small, you
should try to discuss what you want to do before coding it, and take into
consideration
who is going to do long term mainternership of it.
Any contribution is welcomed, but core changes need an agreement within the
community
(via discussion and proposals), and a new module needs a maintainer.
New modules in community area can also be unmtaintained, but if they stay
in that state
for too long, they will also be eventually dropped.
