We are mostly isolated from javadoc generate these days ... but it is still
very slow (and getting worse as our codebase grows).
I found this interesting: https://bugs.openjdk.java.net/browse/JDK-8027994
which indicates converting from lists to arrays is taking a toll on heap use.
