It is going to take a while for the developers to recover from foss4g. It
can be a bit tricky looking at email (or even proposals
<http://docs.codehaus.org/display/GEOTOOLS/Proposals>) and guessing what
functionality will be available.
There are plenty of examples of functionality being discussed on the email
list - and then the budget not coming through (or even worse the budget not
covering contributing the work back).
I do not think Solr made the roadmap/wishlist
<http://www.slideshare.net/jgarnett/state-of-geoserver-geotools-and-friends-2014>
- so it may be in need of funding.
So the first thing to check is if the project went ahead, if not you may
wish to look into doing the work yourself. We try and make it easy to take
part.
