If I have servers in multiple timezones then I would almost certainly
want a fixed timezone across them. GMT seems as good a choice as any. But
we could make it a user setting but I suspect that makes the issue harder
to handle.
Certainly the current situation is confusing users, I think we've had two
emails this month about it on the GeoServer list.
