FWIW What do you think about few lines for version naming procedure.
Because many of you are volunteering in addition to your job we should
avoid time consuming task maintaining JIRA issues

IMO the issue tracker section could be a good place to add a little process
description (
http://docs.geotools.org/latest/developer/communication.html#id1) On the
other hand maybe a sub-page of Project-Procedures could be another good
place

So for now thanks for the explanation and the "fixes" in JIRA (15-beta
instead of 15).

At the moment of writing there are two issues with "SUBMITTED" state. I'd
like to set both to resolved. If I understood you correctly although you
are Admin's in JIRA its not possible to change the state. Is it possible to
remove the State in general from workflow? Otherwise I'd contact Atlasian
team afterwards. Could you please try this procedure?
