Hi Jim,
the long term path is the union of jaitools into jai-ext (at least parts of
it). But it might take a while.
A short term release of JaiTools with newer JTS is ok imho, but you'll have
to figure out how to release the thing onto some maven repo (does not need
to be central), I personally have no clue how releases were done before.
