I think we should always be running them, ideally with small local data sets.

Subject: [Geotools-devel] Geopackage tests failing
Hi,
the GeoPackage tests are currently failing in filtering. The failure is fairly
obvious, but went un-noticed
because the tests are running as "online".
Wondering:
* Should we keep them online or switch them down to "always run"?
However, they might fail on some platform that we don't have active developers
on
* Should we create an online build for the tests instead?
