So as you remember the circleci build was meant to be an integration build
across projects. When GeoTools builds, GeoWebCache normally does too,

The test failing was checking a concurrency issue that got fixed, but I
cannot make it fail locally, not even using forcing just 256m of memory....
I'm not seeing the WCS issue you're referencing (I'm having a bit of

Yeah, that's the thing, it should show up on master and does not, and shows
up in stable and maintenance, where there is no config
(just copying the config won't work, one has to switch gwc/gs branches
after the checkout to match the geotools version being built)
