We have notes on a number of migration options (github actions, azure
pipelines, jenkins file .. and paying travis). This is a case of the
volunteer doing the work decideswhat is used (so if you have
experience or would like to learn please help!)

I can take a stab at bringing mssql and mysql over to GH-action,
possibly oracle as well - it uses a huge docker image so that may be a
problem. shouldn't be too hard as mysql already uses docker and mssql
provides docker images.
